Otis Bantum Correctional Center

  Otis Bantum Correctional Center Otis Bantum Correctional Center is located on Rikers Island in East Elmhurst New York.  This facility is responsible for the Department of Correction's Central Punitive Segregation Unit which can house 400 inmates.  Offenders at this facility can be contained in dormitories or cells.
